TERMS OF REFERENCE

ENGAGEMENT OF AN EXTERNAL APPRAISER

This Terms of Reference is for the procurement of services of licensed appraiser/s to conduct appraisal for the valuation of 675 real estate properties of Home Guaranty Corporation.

A. PROPERTY DESCRIPTION
The properties subject of appraisal consisting of residential real estate properties more particularly described in Annex “A”.

B. SCOPE OF WORK

  1. Conduct appraisal services for the valuation of each of the properties listed in Annex “A”.
  2. Submission of appraisal reports which shall include the following information and supporting documents:
    • Market value of the land and of the improvements, if any;
    • Prompt sale value;
    • Monthly lease/rental rate;
    • BIR Zonal value;
    • Name/s of the occupant/s and the estimated cost to eject the occupant/s, if the properties are occupied;
    • Other relevant information (whether or not the properties are located in flood prone areas, susceptible to landslide, located on or near the active fault lines in the Philippines, among others);
    • Location/Vicinity Maps;
    • Photographs (soft and hard copies); and
    • Photocopies of titles.

C. TIMETABLE
The appraisal report shall be submitted not later than thirty (30) working days from receipt of the Notice to Proceed.

D. MECHANICS ON THE SUBMISSION OF APPRAISAL PROPOSALS

  1. The properties for appraisal are clustered per region to encourage the participation of appraisers conducting business in the region or locality where the properties are located.
  2. The interested appraiser/s may opt to submit a quotation for only one (1) cluster or for all. The appraisal cost should be indicated per cluster;
  3. Evaluation of the quotations shall be on a per cluster basis; and
  4. The appraiser who submits the Lowest Calculated and Responsive Quotation for each cluster shall be considered for award.

E. APPROVED BUDGET FOR THE CONTRACT
The total approved budget for the contract is Php 644,000.00, broken down as follows:

    Cluster I (Region II) Php 25,434.00
    Cluster 2 (Region III) Php 122,594.00
    Cluster 3 (NCR) Php 60,025.00
    Cluster 4 (Region IV-A) Php 387,112.00
    Cluster 5 (Region V) Php 12,209.00
    Cluster 6 (Region XI) Php 36,626.00

F. DOCUMENTARY REQUIREMENTS
The prospective licensed appraiser/s shall submit the following:

  1. Mayor’s / Business Permit;
  2. PhilGEPS Registration Number;
  3. Income Tax Return for CY 2015; and
  4. Omnibus Sworn Statement (BAC Form G-1).
