Procurement of Consultancy Services to Develop the HGC Competency Framework (HGC-CF)
TERMS OF REFERENCE

I. OBJECTIVE
The main objective of this project is to develop the HGC Competency Framework (CF) for all employees and officials of the organization.

The CF outlines the knowledge, skills, and behaviors that lead to successful performance of each job role. It provides a common understanding of expected standards of performance which can be used for the recruitment, selection, review, evaluation and development of HGC’s personnel.

II. SCOPE OF WORK, TIMELINES AND DELIVERABLES
The consultant shall undertake the following:

  1. Complete the deliverables for each phase according to the indicated timelines.

  2. Assign a dedicated staff to work preferably on full-time basis (on-site), as needed.
  3. Submit status report/s for each phase completed.

III. PROFESSIONAL FEE  
HGC, through its 2015 Corporate Operating Budget, intends to apply the sum of Four Hundred Fifty Thousand Pesos (P 450,000.00) being the Approved Budget for the Contract (ABC) subject to any tax obligation/deductions. Bids received in excess of the ABC shall be automatically rejected at the opening of the Financial Proposal.

IV. DESIRED QUALIFICATIONS, EXPERTISE AND SKILLS REQUIRED

  1. The Consultant must have at least five (5) years of experience in any or all of the following: competency development-related works, human resource development, and organizational development. 
  2. The  Consultant  must  have  handled  and  completed  at  least  three  (3)  Competency development related-projects with private or government organizations.
  3. Educational background in psychology, organizational development, behavioral science, social science, or related fields.
