Invitation to Bid

  1. The HOME GUARANTY CORPORATION (HGC), a Government-Owned and Controlled Corporation with office address at Jade Building, 335 Sen. Gil J. Puyat Avenue, Makati City invites all interested bidders legally established for at least ten (10) years conducting any or all of the following: job leveling, change management, organizational development, reorganization planning for private or government organizations.

  2. Scope of Work, Timelines and Deliverables

    The consultant shall perform the following activities and complete the deliverables within the given time frame:

    1. Conduct of briefing / kick-off meeting.
    2. Conduct of review of relevant documents such as organizational structure, functional charts, job leveling documents, among others.

    2. Work plan, information checklist, and timeline submitted.

    Job Leveling 6 weeks
    1. Conduct of orientation with the HR, Job Leveling Committee, and selected personnel.
    2. Conduct of mapping of current levels to CPCS levels.
    3. Conduct of Job Leveling wokshops using the CPCS methodology.
    4. Review of Job Grades and alignment of results.
    5. Presentation of results.
    1. Orientation conducted.
    2. Workshops conducted.
    3. CPCS grades for 140 positions showing the Career Band, Career/Job Level, and Job Grade submitted
    4. Results presented to HGC.
    5. Final Report submitted to HGC.


  3. The Approved Budget for the Contract (ABC) is Two Million (P 2,000,000.00) Pesos inclusive of applicable taxes.

  4. The ABC shall be sourced from HGC Corporate Funds.

  5. The Instructions to Bidders and Bid Documents shall be available at the HGC Bids and Awards Committee (BAC) Secretariat starting April 11, 2016 until April 18, 2016, upon payment of a non-refundable fee of Five Thousand (P5,000.00) Pesos.

  6. The eligibility documents in sealed envelope shall be dropped at the “bid box” located at the HGC Security Guard Station, 2nd Floor, Jade Building, 335 Sen. Gil J. Puyat Avenue, Makati City not later than 2:00 p.m. of April 19, 2016. Thereafter, the eligibility envelope shall be opened in the presence of the bidders or their representatives at the Legal Conference Room, 2nd Floor Jade Building.

  7. A pre-bid conference will be held on April 29, 2016 at 2:00 p.m., Legal Conference Room, 2nd Floor Jade Building, 335 Sen. Gil Puyat Avenue, Makati City to clarify matters relative to the bidding.

  8. The Technical and Financial Proposals shall be dropped at the “bid box” located at the HGC Security Guard Station, 2nd Floor, Jade Building, 335 Sen. Gil J. Puyat Avenue, Makati City not later than 2:00 p.m. of May 12, 2016.

  9. The Quality-Cost Based Evaluation Procedure shall be used in evaluating the submitted Technical and Financial Proposals of shortlisted bidders. The Technical Proposal shall be given a weight of 80% while the Financial Proposal shall have a weight of 20%.

  11. The HGC reserves the right to reject any and all bids, declare a failure of bidding, or not to award the contract in the following situations:

    a.) If there is prima facie evidence of collusion between appropriate public officers or employees of the procuring entity, or between the BAC and any of the bidders, or if the collusion is between or among the bidders themselves, or between a bidder and a third party, including any act which restricts, suppresses or nullifies or tends to restrict, suppress or nullify competition;

    b.) If the BAC is found to have failed in following the prescribed bidding procedures; or

    c.) For any justifiable and reasonable ground where the award of the contract will not redound to the benefit of the Government as follows:
    1. If the physical and economic conditions have significantly changed so as to render the project no longer economically, financially or technically feasible;

    2. If the project is no longer necessary, and;

    3. 3. If the source of funds for the project has been withheld or reduced through no fault of HGC.
