Invitation for Negotiated Procurement for the Security services
of HGC various assets/projects
(Second Negotiated Procurement)

The Home Guaranty Corporation (HGC) is inviting all interested Licensed Agencies/Providers to participate in the negotiated procurement of security services for the following HGC assets/projects:

For the guidance of the participating bidders, the following conditions shall be applicable in the submission, opening, negotiation and award of the contract for the Project being negotiated:

  1. The bid proposal (BAC Form G-1) together with the required documents shall be dropped inside the bid box placed at the Security Guard Station, Second Floor of Jade Building on or before 2:00 PM of November 13, 2015. The proposals shall be opened by the HGC-BAC immediately after the deadline set. The participating bidders may attend the opening of the proposals at the HGC Conference Room, 3rd Floor, Jade Bldg., 335 Senator Gil J. Puyat Avenue, Makati City.

  2. 2. To determine the legal, financial and technical capability of the participating bidders for the negotiated procurement, the bidders should submit together with their financial and technical proposals the following documents:

    1. Legal Documents
      1. Articles of Incorporation or Articles of Partnership, whichever is applicable, including amendments thereto, if any;
      2. Department of Trade and Industry (DTI) business name registration for sole proprietorship or Securities Exchange Commission (SEC) Registration Certificate, whichever may be appropriate under existing laws of the Philippines;
      3. BIR Registration Certificate which contains the Taxpayer’s Identification Number (TIN);
      4. Valid and current Mayor’s Permit/Municipal License issued by the city or municipality where the principal place of business of the bidder is located;
      5. Regular (not provisional) License to Operate issued by Supervisory Office for Security and Investigation Agencies (SOSIA) – PNP;

    2. Technical Documents
      1. Company Profile and Organizational Structure;
      2. List of at least five (5) clients of the bidder, whether they be former or existing clients containing data on number of guards posted, contact person, telephone number and address (BAC Form G-2) and verifiable certificate or proof of very satisfactory rating of at least two (2) clients for the last two years using BAC Form G-3;
      3. Certificate of Membership with the Social Security System;
      4. Certificate of Membership/Registration with PADPAO;
      5. Certification from the Philippine Association of Detective and Protective Agency Operators, Inc. (PADPAO) that the prospective bidder is not engaged in cut-throat competition by under-cutting their contract rate for security services with their clients for a price lower than the standard minimum rates for security services and that the prospective bidder is in good standing as of December 31, 2014.
      6. Sworn Omnibus Statement from the prospective bidder (BAC Form G-4);
      7. Scope of works/responsibilities of the prospective bidder as provided for in the Terms of Reference;
      8. Technical Parameters under Annex A.

    3. Financial Documents
      1. Audited Financial Statements for CY 2013 and CY 2014, showing, among others, the prospective bidder’s total and current assets and liabilities, stamped “received” by the BIR or its duly accredited and authorized institutions.
      2. Net Financial Contracting Capacity (NFCC) at least equal to the ABC to be bid, as follows:

        NFCC = [(Current assets minus current liabilities) (K)] minus the value of all outstanding or uncompleted portions of the projects under ongoing contracts, including awarded contracts yet to be started.

        Where:
        K = 10 for a contract duration of one year or less, 15 for a contract duration of more than one year up to two years, and 20 for a contract duration of more than two years.
  3. The HGC-BAC may require the submission of additional documents from the participating bidders. A copy of the Terms of Reference is attached as Annex “B” hereof.

  4. Only the bid proposal of the bidders who complied with the documents enumerated in No. 2 shall be opened.

  5. The HGC-BAC shall evaluate the proposals based on the financial and technical parmeters submitted.

  6. The HGC-BAC shall post qualify the submissions made by the lowest calculated bid. If the lowest bidder passes the post qualification, it shall be awarded with the Project. Otherwise, the submission of the next lowest ranking bidder shall be post qualified and if it passes post qualification, it shall be awarded the Project. The process shall be repeated until an award is made. In the post qualification, the HGC-BAC may require the submission of other documents and shall determine the authenticity of the documents submitted.

  7. All inquiries regarding the bidding shall be directed to the HGC-BAC Secretariat at telephone nos. 897-32-94 and 897-32-66.

  8. The HGC-BAC reserves the right to reject any or all bids or waive any required formality therein or to accept the bid as may be considered most advantageous to the Corporation
